onset: 開始

axe: 【名詞】斧　　【動詞】打ち切る、中止する

scrap: スクラップにする、解体する

unprecedented: 異例の、前例のない

 

この文は長いけど、主語は、なんと最後の方の scrapping…. の部分ですね。
